Exchange of Foreign Driving Licences – Fahrschule WIVUS Vienna 1210

Many of our customers hold a foreign driving licence from a non-EEA country. Special rules apply in Austria for this group: a practical driving test is often required, plus a medical certificate, translations and several documents for the authority. 🚗 1. Driving licences from third countries (non-EEA) – WITH practical test

If your driving licence is from a non-EEA country (e.g. Turkey, Kosovo, Serbia, India, China, Ukraine, Russia, Iran, Iraq, etc.), a practical test is almost always required in Austria.

🌍 2. Equivalent non-EEA countries – WITHOUT test

These countries are legally equivalent to Austria – the driving licence can be exchanged without a theory or practical test:

Test-free for all classes:

Albania, Andorra, Gibraltar, Guernsey, Isle of Man, Japan, Jersey, Kosovo, Monaco, Montenegro, San Marino, Switzerland, Serbia, United Kingdom (UK), Hong Kong, Israel, Canada, New Zealand, North Macedonia, South Africa, South Korea (after 1.1.1997), United Arab Emirates, USA

Test-free for class B only:

Australia, Bosnia and Herzegovina

Only a current medical driving licence examination is required.

📄 3. Proof of residence – very important

To exchange your foreign driving licence in Austria, you must prove to the authority:

✔ You lived at least 6 months in the issuing country when you obtained the driving licence,
or
✔ You are a citizen of that country and obtained the licence before moving to Austria.

➡️ Without this proof, the authority is not allowed to exchange the driving licence.

🇪🇺 4. EU & EEA driving licences

EU/EEA driving licences generally do not need to be exchanged. A voluntary exchange is possible at any time.

Exception: C / C1 / D / D1

• valid for max. 5 years after moving to Austria
• after that, exchange is mandatory
• no test required
• authority contacts the issuing country → waiting time of several weeks possible

🕵️ 5. Official verification

The authority checks during every exchange:

• Authenticity and validity of the foreign driving licence
• Lawful acquisition
• Identity and residence
• Whether any bans or issues exist in the issuing country

📑 6. Which documents do you need?

✔ Confirmation from the driving school

You will receive a written confirmation that you are carrying out the exchange together with Fahrschule WIVUS. This confirmation is issued immediately after registration and required by the authority.

✔ Completed application form

You receive this directly from us – we help you fill it out.

✔ Medical driving licence examination

Mandatory for all non-EEA driving licences. Not older than 18 months. Valid only if issued by an authorised medical officer. We provide you with the list of all doctors in Vienna and surrounding areas.

✔ Additional documents:

• Passport (original + 2 copies)
• Registration form (original + 1 copy)
• Foreign driving licence (original + 2 copies)
• 1 passport photo (35 × 45 mm)
• Translation if data is not clearly recognisable

No translation required for: Bosnia, Serbia, Montenegro, Croatia, Switzerland, Turkey
Special case: Israel → translation by the embassy required

🚦 7. Are you allowed to drive during the exchange process?

• WITHOUT test: driving is not allowed until the new Austrian licence is issued.
• WITH test: temporary licence valid for max. 4 weeks (valid only within Austria).
